Thomas Higgason was inducted into the Clovis Hall of Fame in 1997. During WWII he served 3 years in the South Pacific, as a Navy gunners mate, trainer, and gun pointer. After his 3.5 years of serves he moved back to Clovis to serve in the Clovis Police Department. During his time in the police department Thomas held the position of Sergeant, Lieutenant, and Chief of Police, leading 10 employees. Thomas also taught criminology, police management, and correction. He was a member of a search and rescue team in the Sierra. Thomas served on two Fresno City advisory board and was the first president pf the Cole Elementary School PTA. He was also responsible for the formation of Clovis Police Departments first reserve and SWAT units, as well as, the implementation of a record system and improving the radio communication system.
